When a snowstorm hits, safest choice is waiting it out

PHOENIX — ADOT has nearly 200 snowplows and 400 certified drivers stationed around the state to address snow and ice. But as Christmas weekend showed—especially on Interstate 40 from Flagstaff west to Ash Fork and on Interstate 17 south of Flagstaff—a snowstorm can be so intense that travel becomes unsafe quickly.

This is why drivers should monitor conditions before leaving and be prepared to delay travel until snowplows can do their work. A few inches of snow fell per hour at the height of last weekend’s storm, causing crashes and slide-offs and resulting in long closures because of the time required to get vehicles cleared and lanes open again.

In addition to watching National Weather Service forecasts for Flagstaff, Williams or any area you are planning to travel, be sure to check az511.gov or call 511 for the latest road conditions. ADOT’s Twitter account (@ArizonaDOT) is a good source of information and interaction.

A 28-car pile up occurred at the 163 exit of I-40 in Williams on Christmas Eve keeping many stuck for up to eight-hours. If you drive faster, you may not get through the snow faster. You may not get through at all. When it rains it can be just as dangerous overnight as the temperature drops and ice builds up on the roadways.

Because snowstorms can result in sudden closures sometimes lasting for hours, ADOT offers tips at azdot.gov/KnowSnow that include packing an emergency kit with blankets, warm clothing, snacks and water and keeping your gas tank half to three-quarters full at all times. It is also good to have a charged cellphone, but some areas do not have cellphone service. A radio transmitter, such as the FRS/GMRS radios, Citizens Band or amateur radio equipment is also a good idea.

But the safest option when snow is falling is not being on road unless it’s absolutely necessary.

During the storm, white cars were observed driving in the snow without lights making them difficult to see. Turn your lights ON during a storm, whether rain or snow, no matter the color of your vehicle if you feel you must drive at all. You need to make yourself as visible as possible.

With another storm forecast for New Year’s weekend, recent experience reinforces the value of waiting until roads are plowed and ready for traffic. If there’s any question about whether it’s a good idea to go, you’d probably do well to wait.

When highways are plowed and ready for traffic, many drivers may be heading uphill to play in the snow. If you’re among them, be sure to leave prepared, as New Year’s usually is an especially busy weekend at snow-play areas, especially along US 180 outside of Flagstaff, resulting in long lines of traffic at day’s end.

Those heading to snow-play sites along US 180 may want to consider making an earlier start home, as on busy days traffic builds toward Flagstaff throughout the afternoon. When they reach Flagstaff, drivers taking Interstate 17 south can save time by following a marked alternate route to Interstate 40 at Butler Avenue, via Switzer Canyon Road and Route 66, and then heading west to I-17. Projects on US 60, Interstate 15 highlight 2016 in Greater Arizona

PHOENIX — Drivers have a wider, safer US 60 climbing east from Superior, a new bridge that will eliminate flooding closures on US 95 near Yuma and a rehabilitated Virgin River Bridge No. 6 on Interstate 15 thanks to just some of the Arizona Department of Transportation projects completed this year in Greater Arizona.

More is on the way in 2017, including widening the last section of State Route 260 between Interstate 17 and Cottonwood, and starting work on a bridge carrying State Route 347 over railroad tracks in Maricopa.

After months of regularly scheduled blasting closures, those using US 60 between Superior and Globe now have an eastbound passing lane on the grade between Oak Flat and Devil’s Canyon (mileposts 230 to 232). Other improvements along this stretch include a wider shoulder at Devil’s Canyon and bridge improvements at Waterfall Canyon near milepost 229. The projects also removed overhanging rocks that have posed the danger of rock falling during heavy rain.

This work was part of $65 million in US 60 improvements that also include ongoing work to convert the last remaining two-lane roadway segment between Phoenix and Superior into four-lane divided highway (mileposts 222-227 just west of Superior) and a project that installed LED lighting in the Queen Creek Tunnel at milepost 228.

Along I-15 in far northwestern Arizona, ADOT completed a $27 million rehabilitation of Virgin River Bridge No. 6 that replaced girders, decks and railings and widened the roadway at the bridge. This was the centerpiece of $50 million in upgrades that also included paving all 29 miles of I-15 in Arizona and repairing the decks of three other bridges in the Virgin River Gorge corridor.

Until late 2016, flash floods could cause closures of US 95 at Fortuna Wash near Yuma – no small problem considering that the wash lies between the city and Yuma County’s largest employer, Yuma Proving Ground. Today, motorists using this key trade route between the U.S. and Mexico cross Fortuna Wash on a $9.3 million, 600-foot bridge. Final work on the bridge and this stretch of US 95 will continue until spring.

Among other highlights in Greater Arizona, ADOT completed a major project to improve mobility and safety along US 89 through the Navajo Nation community of Cameron north of Flagstaff. The $36.7 million project replaced two bridges over the Little Colorado River, widened four miles of highway, added a roundabout at the junction with State Route 64, and installed sidewalks and underpasses.

On State Route 89 between Chino Valley and Interstate 40, ADOT completed a new $14.4 million bridge at Hell Canyon featuring 12-foot lanes and 10-foot shoulders to better accommodate oversize loads and commercial vehicles. Replacing a now-dismantled bridge built in 1954 that no longer met state and federal design standards for larger and heavier vehicles, the new structure is 665 feet long and has four spans to carry the load.

In spring 2017, work is to begin on a project widening nine miles of SR 260 (mileposts 209-218) to modern four-lane divided highway from Interstate 17 west to Thousand Trails Road. This $62 million project also will install seven roundabouts at major cross streets.

Late in 2017, ADOT plans to begin work on a $55 million project in Maricopa that will realign SR 347 between Desert Cedars Drive and Hathaway Avenue and create a bridge carrying the highway over Union Pacific railroad tracks where dozens of trains pass each day. A $15 million Transportation Investment Generating Economic Recovery (TIGER) grant and a $15 million local contribution have helped ADOT move forward sooner on this project than originally planned.

PHOENIX — The Arizona Game and Fish Commission will recognize 17 people during the 2016 Commission Awards event, which will commend national/state/local leaders, wildlife advocates, and volunteers for their work to support the state’s wildlife.

The event will be held on Saturday, January 14, at the Arizona Grand Resort at 8000 S. Arizona Grand Parkway in Phoenix. Reservations are being accepted for $65 per person to attend the event, which begins with a social hour and live music at 5 p.m., and will be followed by dinner and the awards presentation at 6 p.m.

The banquet recognizes Arizonans who have contributed significantly to the conservation of the state’s wildlife, its outdoor heritage and the mission of the Arizona Game and Fish Department. Those to be honored this year include:

Wolf pup introduced into foster pack in 2014 gives birth to wild-born young

PHOENIX — Biologists with the Mexican Wolf Interagency Field Team (IFT) recently learned a fostered wolf pup introduced to a pack in 2014 has produced a wild offspring of her own.

In a critical breakthrough in Mexican wolf management, the U.S. Fish and Wildlife Service recently reported that a genetic test of male 1561 revealed that it is the offspring of male 1293 and female 1346. The female was one of two pups fostered into the den of the Dark Canyon Pack in New Mexico in 2014.

“We now have proof that a fostered pup not only survived to adulthood, but that it is reproducing and contributing genetically important young into the wild,” said Jim deVos, assistant director of wildlife management for the Arizona Game and Fish Department. “This is fantastic news for the program and demonstrates that fostering Mexican wolves so they grow up wild is effective and provides a critical step forward for wolf recovery.”

The Arizona Game and Fish Commission and department support this fostering technique that introduces very young pups from captivity and places them into a wild-born litter of the same age. The pups are then raised in the wild rather than captivity.

Critics of the commission’s decision to restrict releases in Arizona solely to fostering pups argued that until these pups reproduce there would be no genetic rescue.

“One of the key challenges to recovery of the Mexican wolf is long-term genetic management given that all Mexican wolves alive today originated from a founder population of only seven animals,” deVos said. “This approach has been used in genetic management of other species but until this month was unproven for Mexican wolves,” said deVos.

The Mexican Wolf Reintroduction Project is a collaborative effort of the U.S. Fish and Wildlife Service, Arizona Game and Fish Department, White Mountain Apache Tribe, USDA Forest Service, USDA Animal and Plant Health Inspection Service – Wildlife Services, and several participating counties in Arizona.

New fishing regulations to take effect January 1

Some new fishing regulations will take effect beginning Jan 1. Be sure to look for the full 2017-18 Arizona Game and Fish Department fishing regulations online around the first of the year. Also, the new fishing regulations booklet will be available at all AZGFD offices and license dealers in early January.

Here are the changes:

  • Reduce the daily trout bag limit to five at the Colorado River from Lake Mead to California-Nevada boundary (including Lake Mohave and Willow Beach).
  • Reduce the daily bag limits to two bass, minimum size 13 inches; and 4 catfish in any combination at Whitehorse Lake.
  • Change the season and daily bag limit from Glen Canyon Dam to the Paria Riffle to two rainbow trout; artificial fly and lure only; barbless hooks only.
  • Close the Kino Environmental Restoration Project to fishing. The Kino Environmental Restoration Project is in Tucson (Pima County).
  • Change the daily trout bag limit to two, any species combination at Frye Mesa Reservoir.
  • Allow the use of fathead minnows caught on site to be used as bait at Riggs Flat Lake.
  • Create a year-round bow-and-arrow season for catfish at Apache, Canyon and Saguaro lakes, with a special regulation daily bag limit of five catfish in any combination.
  • Catch and release regulations for largemouth bass at Pena Blanca Lake and Dankworth Pond will have sunset and will no longer be in effect. The statewide limit of six bass will apply.

If an OHV is on the holiday list, don’t forget the safety gear

PHOENIX — Another year has passed and if a new off-highway vehicle (OHV) is in the cards this holiday season, the Arizona Game and Fish Department advises you to remember the wear the following equipment.

  1. A helmet. Whether riding in a side-by-side utility-type vehicle (UTV), all-terrain vehicle (ATV) or dirt bike, all riders younger than18 years old are legally required to wear a Department of Transportation-approved helmet. Helmets are strongly recommended for all riders older than 18.
  2. Eye protection, such as riding goggles, is legally required for all riders if the OHV is not equipped with a windshield.
  3. Riding gloves should be worn at all times to protect your hands while riding and enhance your grip while driving.
  4. Wear proper clothing, including a long-sleeve shirt, pants and over-the-ankle boots.

Register your OHV and purchase an OHV Decal. All vehicles designed primarily for travel on unimproved terrain and weighing less than 1,800 pounds are required to have a $25 OHV decal to operate on public and state lands. License plates and decals are available at any Arizona Motor Vehicle Division location or at www.servicearizona.com.

Take a safety course. Safety courses teach new and veteran riders the techniques needed to safely operate and ride an OHV, including the importance of shifting their weight, maintaining control of the machine, evasive breaking and maneuvers. Always remember to supervise children under 16 years old and check to ensure your child is riding an age-appropriate vehicle. Machines may be too large and powerful for a child to safely operate. Parents are ultimately responsible for their children’s safety.

Riders should only carry the number of passengers for which the machine is designed. One of the biggest causes of OHV-related injuries is riding with more than the recommended number of passengers. Proper riding techniques require operators to shift their weight and change position to keep control of the machine. Carrying a passenger can make riding difficult and change how the vehicle responds.

New watercraft for Christmas?


PHOENIX — Tis the season to head out on the water and if a boat, kayak or other personal watercraft is on your Christmas list this holiday season, the Arizona Game and Fish Department wants to make sure your inaugural voyage is a safe one.

Whether you’re planning to take a new watercraft out for some sightseeing or to do some fishing, all new and veteran watercraft users are encouraged to remember the following 10 tips to remain safe on the water.

Always wear a life jacket. Life jackets aren’t just a good idea, they are required by state law for anybody 12 years old and younger when the boat is underway. There must also be at least one life jacket available for everyone aboard.

Register your watercraft. Make sure the vessel’s registration is current before heading out on the water. It’s one of the most important boating requirements needed to operate a watercraft on Arizona waterways. The registration fee is determined by watercraft length and ranges from $20 to $66 for Arizona residents and $100 to $495 for non-residents. Those needing to renew their watercraft registration can do so online at www.azgfd.gov/boating.

Take a boating and watercraft safety course. Learn how to practice safe boating techniques and to respond in the event of an emergency by completing a hands-on safety course.

Learn and follow the “navigation rules of the road.” In Arizona, most citations are issued for navigation rule violations. Navigation rules and water markers such as buoys are in place to help avoid collisions on the water.

Research where you plan to take your watercraft. It’s always a great idea to learn everything you can about the waterway you’re heading off to before you get there. Call ahead and check maps to learn about underwater obstacles and shallow zones.

Make sure you have the proper supplies. Make sure there is plenty of drinking water, snacks and food aboard if the plan is to be on the water for extended periods of time. Also be sure to leave a float plan with family and friends, detailing where you’re going and when you plan to return; and to pack sunscreen, a first-aid kit, fire extinguisher and cell phone or marine radio.

Do not install or use unapproved lighting. Rope lighting, “party” lighting and various other types of decorative lighting may not meet U.S. Coast Guard certification requirements and could increase the likelihood of a collision. Regardless if the lighting was installed before the vessel was purchased, decorative lighting could violate U.S. Coast Guard rules.

Do not drink alcohol or use drugs while operating a watercraft. Just as it’s illegal to operate a vehicle on the roadway under the influence of alcohol or drugs, it’s equally illegal to do so on the water. Alcohol use is the leading known contributing factor in fatal boating accidents nationwide in 2014, according to the U.S. Coast Guard.

Cold-water immersion can be deadly so dress appropriately and if you fall overboard, climb back into or on top of the boat. If you cannot, stay near the vessel and use oars or anything floating nearby to help stay afloat.

Buy a fishing license. If fishing is even part of the day’s adventure, anyone 10 years of age and older dipping a line into the water must have a valid fishing license. General fishing licenses cost $37 for residents and $55 for non-residents per year. Have fun in the snow, but don’t park along highways to play

PHOENIX – Snow in Arizona’s high country is a magnet for desert dwellers looking to ski, sled, make snowmen and have snowball fights.

Too often, however, a vehicle full of people heading to play in the snow winds up parked on the shoulder of a state highway or even Interstate 17 rather than pulled safely into a designated parking area well off the road. This creates a hazard for more than just the occupants.

“It’s dangerous for the driver who stops on the highway and for other drivers who might be distracted by your vehicle. It’s also dangerous for first responders who may need access to the shoulder to help someone,” said Audra Merrick, district engineer for the Arizona Department of Transportation’s North Central District. “As tempting as it can be, never stop along the highway to play in snow.”

With snow in the forecast this weekend for the Flagstaff area, ADOT reminds those heading to sled and throw snowballs that highway shoulders are for emergencies and that parking on them to play in the snow is hazardous in a number of ways:

Other drivers may be distracted by your vehicle.
Other drivers may pull over as well to play in the snow, compounding the problem.
Your vehicle may interfere with first responders who need to use the shoulder.
Plows can throw snow and ice far off highways.
It’s much safer to re-enter highways from on-ramps and other designated entrances.

These dangers apply along highways other than interstates, including US 180 northwest of Flagstaff, where those from lower elevations often flock after it snows. Those who park on highway shoulders to play, even in areas where traffic may seem light, are endangering themselves and others. Those heading to enjoy winter in Arizona’s high country should learn how to prepare for extended time in cold, snow and ice, as well as how to be ready for potentially harsh driving conditions, by visiting azdot.gov/KnowSnow.

ADOT’s suggestions of items to have in a vehicle include warm clothing and blankets, a fully charged mobile phone and charger, a flashlight with extra batteries, drinking water, healthy snacks, a first-aid kit and necessary medications. Get plenty of rest, plan your route and take frequent breaks from driving.

Make sure your gas tank is at least half to three-quarters full at all times, and ensure that your wipers, window defroster, headlights, taillights, brake lights and turn signals work. Snow tires, chains or studded tires may be required depending on the conditions.

Wherever they are traveling in Arizona, drivers need to be prepared for possible delays caused by crashes or heavy traffic. Another cause of congestion during the winter is the popularity of snow-play areas. Those playing in the snow along US 180, for example, may need 90 minutes or more to get back to Flagstaff at day’s end, especially after it snows and over holiday weekends.

“It’s very important that drivers know what they’re heading into when they come up to play in the snow,” Merrick said. “Our crews are committed to keeping the highways open and safe, but weather, road conditions and traffic can change quickly, so leave prepared.”

As winter storm intensifies, be prepared for rain, wind and snow

PHOENIX — A winter storm packing rain, wind and, later, the possibility of light snow and ice in the high country is all the more reason for Arizonans to drive with care and adjust their speed to conditions.

While much of the state is expected to see rain Friday, the forecast for many areas also calls for sustained winds of between 30 and 40 mph and even stronger gusts. Beginning Friday night, a cold front will lower snow levels to around 5,000 feet and drop temperatures, meaning drivers in Arizona’s high country should be prepared for the possibility of light snow accumulating as well as ice on the road.

The Arizona Department of Transportation’s nearly 200 snowplows and 400 certified snowplow drivers are ready to deal with snow and ice, and ADOT’s website offers tips for driving in the rain, in wind that reduces visibility and around snow and ice.

Here are some of them:

  1. Slow down and be aware of the risk of skidding or hydroplaning.
  2. Maintain a safe distance between your vehicle and the one in front of you. This helps prevent sudden braking, which can cause you to slide on wet or icy pavement.
  3. Before you drive, inspect your windshield wipers, and replace them if necessary.
  4. Turn on your headlights while driving in bad weather.
  5. If you’re planning to drive in the high country, consult ADOT’s Know Snow winter-driving tips at azdot.gov/KnowSnow. These start with wearing warm clothing, having a fully charged cellphone and making sure your tank is at least half full at all times.

Using the Force to keep drivers safe

PHOENIX —Staying focused is a primary defense against car crashes and staving off intergalactic doom. That’s right: We’re bringing together vehicle safety and Star Wars. Again.

In the past year, the Arizona Department of Transportation has placed unconventional safety messages on overhead signs. This is by design. We want to grab people’s attention and make them engage with important safety messages. Often, these messages will relate to current events or pop culture.

With “Rogue One: A Star Wars Story” premiering this week, motorists on Arizona’s highways will see Star Wars-themed safety messages on overhead signs.

Remember, whether you’re working to steal plans that will lead to the destruction of a 134-quadrillion-ton Death Star or driving down the road, remaining focused and undistracted are key to staying safe.
