Barricaded Armed Person in Williams Taken into Custody After Shooting Himself in the Leg

WILLIAMS – On January 30 around 12:18 in the afternoon, Coconino County Sheriff’s Office Deputies and the Williams Police Department initiated a traffic stop on Matthew Solan who was wanted for questioning related to a report of aggravated assault and kidnapping. The traffic stop was made on eastbound Route 66 in Williams, AZ. During the traffic stop the driver and another passenger exited the vehicle, but Solan barricaded himself in the vehicle.

Earlier in the day, around 10:17 am, the Sheriff’s Office received a report of aggravated assault and kidnapping. The reporting party told deputies that Matthew Solan had used a gun to hold him against his will on the evening of January 28 in the Junipine Estates area north of Williams, AZ.

Sheriff’s Deputies and Williams Police Officers were attempting to locate Solan to interview him when Solan’s vehicle was seen at several businesses in the downtown Williams area. Solan was seen going to Footworks and then entered his vehicle along with two other individuals. At that time, Sheriff’s Deputies along with Williams PD Officers initiated a traffic stop and attempted to contact Solan.

The driver and other occupant exited the vehicle, but Solan refused to exit and barricaded himself in the vehicle. Officers began to set up a perimeter in the area. Barricades and stop sticks were placed to attempt to stop Solan from driving away or responding in a way that may possibly endanger others in the area. Schools and businesses in the nearby area were placed in lock down to further provide public safety. The Flagstaff Police Department’s Joint Northern Arizona Tactical Team and negotiator also responded to assist.

At approximately 6:30 pm, Solan placed the gun next to his leg and shot himself in the leg. Solan exited the vehicle and surrendered himself. Solan was treated by medics on scene. He was transported by Lifeline Medical to the Flagstaff Medical Center for further treatment.

Solan was booked into the Coconino County Detention Facility on offenses including Kidnapping, Aggravated Assault, Weapons Violations, Resisting Arrest, and Probation Violation.

Barricades and closures remained in effect during the follow up investigation and were lifted approximately 7 pm.

The investigation is on-going and no further information is available at this time.

The Coconino County Sheriff’s Office thanks the public and Williams community for their cooperation during this incident. It was vital to have the public’s cooperation and understanding of the life safety measures that were taken to keep the area clear while responders negotiated with the barricaded person. Law Enforcement Response to Barricaded Subject – Williams

WILLIAMS, ARIZONA – Coconino County Sheriff’s Office along with Williams Police Department, Arizona Department of Public Safety, and Northern Arizona Tactical Team are currently on scene of an armed subject, barricaded inside his vehicle in the area of the Safeway grocery store in Williams, Arizona. At this time, no shots have been fired. There are no reports of injuries. A perimeter has been established and negotiations with the person are ongoing.

Law enforcement are asking that the public avoid the area. We will provide further information as it becomes available.

Inmate Found Unresponsive In Cell

FLAGSTAFF – On Tuesday, January 22, 2019 at approximately 4:13 am, Coconino County Detention Facility Officers conducting an inmate welfare check found 20-year old Kyle Martinson unresponsive in his cell.

Detention Officers began lifesaving measures, including CPR, until paramedics arrived on scene and took over lifesaving efforts. Mr. Martinson was pronounced deceased at approximately 4:26 am.

The cause of death is currently under investigation by the Sheriff’s Office Criminal Investigations Division and pending autopsy and review by the Coconino County Medical Examiner. Mr. Martinson was currently housed in a cell by himself. At this time the death does not appear to be a suicide and no foul play is suspected. Next of kin has been notified.

New Year’s Eve Multi-Agency DUI Task Force – Don’t Drive Under the Influence

Northern AZ Law Enforcement Agencies wish everyone a happy and safe Holiday Season. We want to remind you, as always our Officers, Deputies and Troopers will be patrolling 24 hours a day 7 days a week to keep our communities safe.

As New Year’s approaches, we know there will be many parties and festivities. We will have increased enforcement patrols during this busy time of the year. In addition, Law Enforcement in Northern Arizona will conduct a multi-agency DUI Task Force on New Year’s Eve and New Year’s Day. Coconino County Sheriff’s Office, Flagstaff Police Department, AZ Department of Public Safety and Northern Arizona University Police will be participating. We will be posting several DUI trailers throughout the area where officers can take possible violators to gather samples of breath and blood draws if driving under the influence of drugs or alcohol is suspected.

It is our hope that by publicizing this task force and advising the public of this event, people will be encouraged to not drive while under the influence. A taxi, Uber, LYFT, Shuttle or Designated Driver is a much cheaper and safer option than taking a chance of driving while intoxicated. In addition, NAIPTA will be offering free bus service on New Year’s Eve until 1:15 am.

Don’t take a chance of ruining your life or the life of someone else by driving intoxicated or recklessly. Being arrested for DUI is very a costly life event. If you are arrested and convicted of DUI, you can face a low-end cost of around $5000. That does not include missed time at work or with family. DUI results in mandatory jail time if convicted, with a minimum of one night in jail, and incarceration increases with severity of the crime.

Please take this time to prepare for your travel and other festivities. Help us keep everyone safe on the roads this New Year’s Eve.

Missing 14-Year-Old Found Deceased Below Horseshoe Bend Overlook

PAGE – – On Monday, December 24 the Coconino County Sheriff’s Office responded to Horseshoe Bend Overlook for a report of a missing 14-year-old girl. Her family had last seen her around 2 pm at the overlook and reported her missing around 4 pm.

Coconino County Sheriff’s Office Search and Rescue and Arizona Department of Public Safety (DPS) Air Rescue out of Flagstaff responded to search the area. Personnel aboard the DPS helicopter visually located the missing juvenile deceased at the bottom of Horseshoe Bend, approximately 700 ft below the overlook. Due to impending nightfall, rescuers were not able to recover her body that evening.

Sheriff’s Office SAR and the DPS helicopter returned the next morning and recovered the body of the girl on December 25 around 10 am. The girl’s body was transported to the Coconino County Medical Examiner’s Office in Flagstaff, AZ.

The family was visiting from the greater San Jose, CA area.

Initial investigation indicates an accidental fall; however, the incident is still under investigation and pending review by the Medical Examiner’s Office.

Man Arrested for Sexual Exploitation of a Minor for Computer Child Pornography

WILLIAMS – On 12/20/18 Coconino County Sheriff’s Office Detectives and Deputies served a search warrant at a residence in the Red Lake neighborhood, 9 miles north of the city of Williams.

Sheriff’s Office detectives received information that a resident in the Red Lake Neighborhood was possibly in possession of child pornography on a personal computer at his residence. During the investigation the subject turned over a computer, which was examined by a Sheriff’s Office Computer Forensics Investigator. After securing a search warrant to examine the computer, the investigator located several images consistent with child pornography on that computer.

After confirming the presence of the images on the initial computer, another search warrant was obtained to search the residence for additional devices. During the search of the residence, additional computers and electronic devices were seized. Detectives and Investigators are currently reviewing the additional items of evidence seized during the search warrant and additional charges could result. If anyone has information that may assist this investigation they are encouraged to contact the Sheriff’s Office.

Charles Henry Hightower, 83, was arrested and booked into the Coconino County Jail for 10 counts of Sexual Exploitation of a Minor. Hightower was released to Pre-Trial Services on a $50,000 unsecured bond.

Coconino County Sheriff’s Arrest three Suspects in Vehicle Burglary Ring

FLAGSTAFF – On November 29, 2018, the Coconino County Sheriff’s Office arrested three suspects involved in a vehicle burglary ring. These Burglaries spanned through multiple communities in Northern Arizona.

On November 20, 2018, three separate vehicle burglaries were reported in the Timberline neighborhood, north of Flagstaff. Deputies noted several firearms and personal banking credit cards were taken during the burglaries. Detectives were able to track the credit cards through use at local businesses in Flagstaff and developed potential suspects involved with the theft and use of the stolen property.

On the morning of November 29th at 3:30 am, police officers with the Sedona Police Department responded to a report of a burglary at Thai Palace in Uptown Sedona. Three suspects were observed by officers and fled on foot from the scene leaving a vehicle behind.

A search warrant was served on the vehicle by Sedona Police Detectives. During this search information was obtained identifying Kaiden Cox, Jonathan Hernandez, and Hipolito Zavala Molina as suspects to the burglaries in Timberline on November 20th.

On November 29th at 3:30 pm, Sheriffs Office Detectives located the three suspects at their homes in Flagstaff and served a search warrant at one the home of one of the suspects in the Fox Glenn neighborhood.

Stolen property was located at the residence of the suspects and has been recovered by Sheriff’s Office and Sedona Police detectives. The property included four firearms (two handguns and two rifles), WIIO stolen vehicles, and electronic equipment. Additional items were obtained which link these suspects to additional burglaries within the City of Flagstaff.

The following subjects have been arrested for their involvement in these events:

  • Kaiden Cox, 18-year-old, charged with 1st Degree Burglary, Theft, Theft of a Credit Card, Fraudulent Use of a Credit Card, and Possession of Drug Paraphernalia;
  • Jonathan Hernandez, 18-year-oid, charged with 1st Degree Burglary, Theft, Fraudulent Use of a Credit Card, Forgery;
  • Hipolito Zavala Molina, 18-year-old, charged with 1st Degree Burglary, Theft, Theft of a Credit Card, Fraudulent Use of a Credit Card.

Detectives from the Sheriffs Office, Sedona Police Department, and Flagstaff Police Department are following up on additional leads and information that has been obtained during this investigation which could result in additional charges. Cox, Hernandez, and Molina are in Custody at the Coconino County Jail with $25,000 bonds,

Rescue off Humphreys Peak

FLAGSTAFF – An injured hiker was rescued off Humphreys Peak by Coconino County Search and Rescue and Arizona Snowbowl.

On November 12 at approximately 9:20am the Coconino County Sheriff’s Office received a call about an injured hiker above the Humphrey’s Saddle on the Humphrey’s Peak Trail. A party of three hikers from Flagstaff reported that they were hiking the trail when one slipped on some ice and sustained a shoulder injury. The hikers reported the injured person could not walk and requested a helicopter to pick them up. As Search and Rescue teams were responding, the Arizona Department of Public Safety Northern Air Rescue helicopter responded and visually located the hikers but was unable to assist with the rescue due to the high winds. The temperature on the ridge at 12,000 feet near where the hikers were located, was 17 degrees with winds of 56 miles per hour.

Coconino County Sheriff’s Office Search and Rescue and Guardian Medical Transport personnel were transported by Arizona Snowbowl Snow Cats to the Midway catwalk to access the Humphrey’s Peak Trail.

At approximately 12:30pm rescuers reached the hiking party and began to treat the injured hiker. The injured hiker’s arm was splinted and he was assisted in hiking down the trail. The Sheriff’s Office Snow Cat was used to transport the hikers and rescuers from the Midway Catwalk back to the Agassiz Lodge. The injured hiker refused additional medical care.

The hikers were identified as 24-year-old NAU student Salvatore Bonanno, 20-year-old Coconino Community College student Christian Matthew and 19-year-old Coconino Community College student Ethan Murray. The group had started the hike at 4:30 am. When interviewed after the rescue, the group told rescue personnel they had checked the weather and felt prepared for the hike. The hikers had minimal outer wear, clothing and gear for the conditions they faced.

The Coconino County Sheriff’s Office would like to remind those recreating in the winter backcountry to be prepared for the conditions. Hikers on the San Francisco Peaks can involve encountering snow, ice, and windy conditions on the trail and especially above tree line. Appropriate clothing and equipment is necessary to recreate safely in these conditions. Cotton clothing should not be worn as when it gets wet it does not dry easily or quickly and can lead to hypothermia for the wearer. Instead, synthetic or wool clothing should be chosen. Appropriate footwear is also a necessity. In addition to quality hiking boots, crampons may be needed for hard packed and icy conditions. An ice axe may be needed to assist in travel on steep and icy slopes.

Rescue of Injured Climber at Oak Creek Vista

FLAGSTAFF — On November 10, 2018 at approximately 2:45 pm, the Coconino County Sheriff’s Office received a 911 call about a climbing accident at Oak Creek Vista off of State Route 89A.

Multiple agencies responded to assist in the rescue of the injured climber. A 34-year-old female from Phoenix, AZ had sustained multiple serious injuries, including a back injury, when she fell approximately 40 feet as she began her rappel. Due to the location of the patient and the nature of her injuries, Coconino County Sheriff’s Office Search and Rescue and Sedona Fire District Technical Rope Team members established a technical rope system to lower a rescuer and basket litter to the patient. Highlands Fire and Guardian Medical personnel, along with a Deputy Sheriff, had hiked to the patient’s location to provide initial treatment and help prepare the patient to be raised by the rope system.

Due to the extent of climber’s injuries and difficult terrain, an Arizona Department of Public Safety Air Rescue helicopter was called in to determine if a short-haul operation would be feasible. After determining a short haul operation was in the best interest of rescuers and the injured climber, a Coconino County Sheriff’s Office Search and Rescue Coordinator, who also is a member of the Northern Arizona Regional Heli-Rescue Team, and the climber were short-hauled to the Oak Creek Vista parking lot. From there, the climber was transferred to a Guardian Air Transport helicopter and was transported to Flagstaff Medical Center for treatment of her injuries.

This incident was another example of the close working relationships between Northern Arizona public safety agencies.

CCSO Investigating Fatal Accident in Valle Area Resulting in Death of 2-Year-Old

WILLIAMS – On November 3rd at 11:19 am Coconino County Sheriff’s Deputies responded to a report of a single vehicle accident involving a 2-year-old boy.

Coconino County Sheriff’s Deputies responded to a residence in the Valle area—which is approximately 25 miles north of Williams, Arizona—for a report of a child who had been hit by a pick-up truck. The father reported that the child had been struck by a neighbor’s vehicle. The father of the boy sought emergency assistance by taking the injured child to the house a Department of Public Safety trooper who lived nearby. Sheriff’s deputies responded to the residence and transported the child to the Valle Airport where they met Guardian medics and Guardian Air. The child was pronounced dead at the airport by medics on scene.

Initial information indicates that a neighbor had been helping the family haul water. The child appeared to have been hit when the pickup truck was backing up to connect to the water trailer.

The child was transported to the Coconino County Medical Examiner’s Office, and the incident is still under investigation.

Other agencies that assisted in response to this incident include Guardian Medical Transport and Guardian Air, Lifeline Air, Tusayan Fire Department, and High Country Fire Department.
