ADEQ comment period for Hayden Sulfur Dioxide Nonattainment Area State Implementation Plan

ADEQ welcomes comments on the proposed Hayden Sulfur Dioxide Nonattainment Area State Implementation Plan (SIP) Revision.

The plan demonstrates that the Hayden nonattainment area will attain the 2010 Sulfur Dioxide National Ambient Air Quality Standards (NAAQS). The revision will be submitted to the Environmental Protection Agency for incorporation in Arizona’s SIP as required by the Clean Air Act under Section 110.

FCC Requesting Public Comments on amateur vanity call signs

ARLB039 Rule Making Petition to FCC Calls for Vanity Call Sign Rule Changes

The FCC is inviting comments on a Petition for Rule Making (RM-11775) from a Nevada radio amateur that seeks changes to the rules governing the Amateur Radio Vanity Call Sign Program. Christopher LaRue, W4ADL, of North Las Vegas, is proposing that any licensee obtaining a vanity call sign be required to keep it for the full license term. LaRue contends in his petition that excessive and frequent vanity call sign filings are hampering the ability of other qualified licensees to obtain vanity call signs in one of the more desirable 1 x 2 or 2 x 1 formats. LaRue said that since the FCC dropped the fee to file for a vanity call sign, some applicants are taking advantage by regularly obtaining new call signs, thereby keeping them out of circulation.

“Some are changing call signs almost monthly, just to keep the newer code-free Extra class operators from obtaining a shorter call sign,” he said in his petition. “I even saw an older operator that said he does it all the time and has not even owned a radio in over 6 years. When I looked him up, he has had 16 different [call signs] in 18 months.”

LaRue said his proposed minor rule change would require any licensee applying for and obtaining an Amateur Radio vanity call sign “be required to keep it for the duration of the license, which is currently 10 years.”

He said this would “alleviate a lot of the stress on the ULS system and manpower requirements” at the FCC. “It will also keep inactive amateurs from changing call signs regularly, thereby tying up call signs for 2 years after dismissal of said call.”

The City of Cottonwood applied for a renewal AZPDES permit for the proposed discharge of up to 1.5 million gallons per day (mgd) of treated domestic wastewater from the City of Cottonwood Wastewater Treatment Plant (WWTP) to the Del Monte Wash in the Verde River Basin in Township 16 N, Range 3 E, Section 32, in Yavapai County, Arizona. The Cottonwood WWTP is a publicly owned treatment works that receives domestic wastewater from residential, commercial, and industrial sources in the City of Cottonwood. Sludge is dewatered for land application by a contractor. Variances from the Verde River standards for nitrogen and phosphorus are proposed in the draft permit.

The Wastewater Treatment Plant is a privately owned treatment works that receives domestic wastewater from residential sources in Sedona Shadows Manufactured Home Community and Sunset Hills Resort. Waste activated sludge is held in the aerobic digester for a period of 45 to 60 days and then hauled to either the Butterfield Station or N.W. Regional Municipal Solid Waste Landfill for disposal.

ADEQ meeting on TMDLs in Buckeye Thursday

BUCKEYE — The Arizona Department of Environmental Quality (ADEQ) has completed work on a Total Maximum Daily Load (TMDL) analyses for total boron and total selenium (chronic) impairing the water quality of the Middle Gila River. The TMDL analysis is a combined water quality improvement plan and pollutant budget that is designed to bring the impaired reach back to the attainment of water quality standards.

TMDL analyses are written to address point and nonpoint sources of pollution for water bodies on Arizona’s Impaired Waters list as required by the federal Clean Water Act.

A public meeting will be held at City Hall in Buckeye, Arizona on April 23, 2015 to release the draft TMDL document. The meeting will mark the beginning of a 30-day comment period for the general public.

Topics discussed at the meeting will include existing water quality conditions, the implications of impaired water quality on land uses, recreation, and aquatic habitat in the vicinity, and the status of legacy pesticide contamination of the Gila River. Actions stakeholders can take to improve water quality, and funding opportunities available for stakeholders who wish to become involved in making improvements will also be discussed.

Landowners, irrigation district personnel, treatment plant operators, local water managers, and citizens with an interest in water quality and land use issues are all welcome to attend.

Arizona Citizens Defense League expands raffle opportunities

2015ARPistol1bARIZONA —– The Arizona Citizens Defense League, responsible for many positive gun laws enacted in Arizona, initially held a raffle for two custom-made AR-15 pistols. Online demand for the tickets was so huge that half of the tickets were sold in two days. They reported in an e-mail that they had to pull tickets that were reserved for an upcoming gun show to meet the demand.

AzCDL has ordered two more of the custom-built AR-15 pistols built by Forward Operating Base in Phoenix, Arizona. The AzCDL logo is laser etched on the lower of each pistol. The pistols are chambered for the 5.56 NATO round and include the following features:

  • SigTac stabilizing arm brace (SB 15)
  • Quentin Defense Billet ambidextrous lower receiver, slick side upper receiver and 3 pound trigger
  • Ambidextrous safety selector
  • QD rear takedown pin with swivel

What this means is that the AzCDL is now holding two concurrent raffles for four of the AR-15 pistols. Each ticket is only $10 and represents two chances of winning one of the AR-15 handguns. Only 900 tickets will be sold for each raffle.

Winners must comply with all federal, state, and local laws, and must pick up the firearms from a federally licensed (FFL) firearms dealer. If a winner does not qualify for the possession of these firearms, their ticket is invalid and a new winner will be drawn.

Knights of Columbus has $30,000 to give away

WILLIAMS – The Arizona State Council of the Knights of Columbus is holding its annual raffle to support local charities. Tickets are $5 each, $20 for 5 or $100 for a book of 30. The drawing is May 16 and winners need not be present to win.

Oak Creek in the Verde River Basin in Township 16 N, Range 4 E, Section 23, in Yavapai County, Arizona. The PSFH consists of two flow-through fish hatcheries (Bubbling Ponds and PSFH). Water for the two production operations (cold water species and warm water species) is obtained from two natural springs, is not comingled through the hatchery processes, and is discharged to two different locations on Oak Creek. Biosolids requirements are not applicable because fish wastes are not considered biosolids under the 40 CFR 503 provisions.
