Inmate death at Coconino Detention

FLAGSTAFF – Yesterday evening at approximately 6:00 PM, while conducting a security and welfare check, a Detention Sergeant discovered an unresponsive male in a single cell located in our medical unit. The Sergeant immediately called for additional staff for assistance and began, with the assistance from our Medical Staff, Cardiopulmonary Resuscitation (CPR) and other lifesaving measures.

Additionally, staff requested a response of Emergency Medical Services. CPR and an Automated External Defibrillator (AED) was performed and used until personnel from Guardian Medical Transport and the Flagstaff Fire Department arrived and took over lifesaving efforts. Emergency medical personnel performed CPR until 6:39 PM, at which time, the individual was declared deceased.

The individual has been identified as Gibson Benally, 53, of Chinle, AZ. The same day, at approximately 4:45 PM inmates in the housing unit where Mr. Benally was assigned alerted staff that Mr. Benally was experiencing shortness of breath and dizziness. Our Detention Staff went to check on Mr. Benally and contacted our on-duty Nurse to come to the housing unit. Our on-duty Nurse assessed Mr. Benally and our Medical Staff determined that Mr. Benally would be moved to a medical cell for medical observation. Mr. Benally was moved to the medical cell at approximately 5:33 PM. Mr. Benally was currently being housed in a cell by himself when he was found unresponsive.

At this time no foul play is suspected and it appears that Mr. Benally died by an apparent medical related event. The death is currently under investigation by the Sheriff’s Office Criminal Investigations Division and pending autopsy and review by the Coconino County Medical Examiner.

The Coconino County Detention Facility Updated Court Commitment Schedule

Flagstaff — The Coconino County Detention Facility started allowing individuals convicted and sentenced to serve jail time in Coconino County to self-surrender on April 4th. The Detention Facility had suspended the acceptance of court commitments when the COVID-19 Pandemic began as one way to keep the jail population down and keeping non-violent offenders out of jail to help mitigate the COVID-19 Virus from entering and spreading through the facility. Most jails in the state also implemented similar suspensions for the same reasons.

The acceptance of individuals to serve the obligated court commitment will continue to happen on a scheduled basis but we are lifting the daily cap of only 5-Court Commits.

The schedule will continue be done alphabetically by the first letter of the individual’s last name. Based on last name, individuals will have a seven-day period each month to be able to self-surrender to serve the imposed jail sentence. This schedule will remain until further notice and can be modified by the Sheriff’s Office if needed. Both the Flagstaff Detention Facility and the Page Temporary Holding Facility will follow the updated schedule which is listed at the end of this media release.

All other restrictions and suspensions will remain in place. Those continued restrictions and suspensions can be found in our multiple media releases that have gone out and are available on our Sheriff’s Office website and Facebook page.

The Sheriff’s Office will continue to stay up to date on the best practices and current available information and will adjust procedures as is necessary and appropriate.

Inmate Death

FLAGSTAFF – On Friday July 31, 2020, at approximately 2:11 pm, an inmate from the Coconino County Detention Facility died while at Flagstaff Medical Center.

On July 29, 2020 a local law enforcement agency was initiating the booking process into the Coconino County Sheriff’s Office Temporary Holding Facility in Page, AZ. During the booking process, the arrestee refused to answer any medical related questions asked by our Detention Officers. Our Officers noticed a laceration on the arrestee’s finger that appeared red, swollen, and hot to the touch. Our Officers contacted the Detention medical staff in Flagstaff, relayed the information, and the arrestee was refused acceptance.

The arresting agency transported the arrestee to the Page Emergency Department. The arrestee refused all medical treatment while at the hospital. Ultimately the arrestee was transported back to the holding facility. Again, the arrestee refused to answer all medical questions and refused to allow vitals to be checked by our officers. Detention staff contacted the Detention Medical staff in Flagstaff, explained the arrestee’s refusal for treatment at the hospital and the refusal to answer medical questions and vitals to be checked. Because we had documentation that the arrestee had refused medical treatment and refused to answer our medical questions, our medical staff advised our officers to accept the arrestee. The arrestee was processed and booked into the Page holding facility.

On Friday morning, July 31, 2020, the inmate was on a transport from Page to be housed in the Flagstaff Facility pending further adjudication. While on transport the inmate began to have a medical related emergency. Our Detention Officers pulled over, contacted dispatch, requested emergency services and began life savings measures. Emergency Medical Services responded, took over life saving measures and transported the inmate to the Flagstaff Medical Center (FMC). The inmate was taken into emergency surgery and came out of surgery at approximately 1:00 pm. At 2:11 pm our officers guarding the inmate at FMC notified Sheriff’s Command staff that the inmate was deceased.

The cause of death is currently under investigation by the Sheriff’s Office Criminal Investigations Division and pending autopsy and review by the Coconino County Medical Examiner. The name of the inmate and any further information is being withheld pending next of kin notification.

Coconino County Detention Facility Upgrades Video Visitation System

FLAGSTAFF – The Coconino County Detention Facility recently upgraded its Video Visitation System so that friends and family can now visit from anywhere using a smart phone, computer or tablet. Visitors no longer need to go to the jail lobby to use the free video visitation feature.

Inmates now receive 60 minutes of free video visitation each week. Visitation can take place from anywhere, and inmates can use their weekly free minutes for the visits. The 60 minutes can be split up into different visits and can be used with any type of visit, whether to a computer, phone, tablet, or with someone in the Flagstaff or Page jail lobbies.

Inmate dies while incarcerated in the Coconino County Detention Facility

FLAGSTAFF – On Sunday, September 15, 2019 at approximately 7:16 am, Coconino County Medical Staff were conducting a medical assessment on 63-year old Floyd Jackson when Mr. Jackson became unresponsive in his cell. Detention Medical Staff and Officers began lifesaving measures, including CPR, until paramedics arrived on scene and took over lifesaving efforts. Mr. Jackson was pronounced deceased at approximately 7:46 am.

The cause of death is currently under investigation by the Sheriff’s Office Criminal Investigations Division and pending autopsy and review by the Coconino County Medical Examiner. Mr. Jackson was transported from the Maricopa County Jail to the Coconino County Detention Facility on September 12, 2019 and was housed in a cell by himself. Mr. Jackson was in-custody on a $200 bond for an outstanding Failure to Comply Warrant for Driving on a Suspended License out of the Flagstaff Justice Court.

Mr. Jackson’s next of kin has been notified. Further information will be made available as the investigation allows.

Inmate Found Unresponsive In Cell

FLAGSTAFF – On Tuesday, January 22, 2019 at approximately 4:13 am, Coconino County Detention Facility Officers conducting an inmate welfare check found 20-year old Kyle Martinson unresponsive in his cell.

Detention Officers began lifesaving measures, including CPR, until paramedics arrived on scene and took over lifesaving efforts. Mr. Martinson was pronounced deceased at approximately 4:26 am.

The cause of death is currently under investigation by the Sheriff’s Office Criminal Investigations Division and pending autopsy and review by the Coconino County Medical Examiner. Mr. Martinson was currently housed in a cell by himself. At this time the death does not appear to be a suicide and no foul play is suspected. Next of kin has been notified.

Jail District Board of Directors desire federal judicial decision

FLAGSTAFF – The Coconino County Jail District Board of Directors are named defendants in a pending suit filed by Guillermo Tenorio-Serrano. The Board of Directors view this case as an opportunity to seek a ruling on whether 4th and 14th Amendments of the U.S Constitution supersede that part of a 2010 Arizona State Law known as SB 1070, which discusses local law enforcement’s role in U.S. immigration law.

In effect, the lawsuit calls into question the legality of the current jail policy, and asks the courts to determine whether local law enforcement is required to, or may, enforce federal immigration law through compliance with ICE detainers and warrants.

The question arose when Petitioner, Tenorio-Serrano, filed suit against the Jail District Board of Directors claiming the detention facility is in violation of his 4th and 14th Amendment rights by representing that he will be detained up to 48 hours under an ICE detainer and warrant after posting bond on pending state law criminal charges. The Directors have hired outside legal counsel to represent the Board in this matter.

“There have been other court cases in other states where SB 1070 does not exist,” said Board Director Chair Matt Ryan. “The question regarding the constitutionality of this section of SB 1070 is important to the Directors. We strive to protect the civil rights of all its citizens, regardless of status and follow the law of the State of Arizona. The Directors are asking the Federal Court for a decision relative to the constitutionality of this section of SB 1070.”

Sheriff’s Office Pleased to Announce First Local Attorney is Advertising Services in Detention Facility

FLAGSTAFF – The Coconino County Sheriff’s Office is pleased to announce that a local attorney, The Kaiser Law Group, is the first to take advantage of our program allowing purchase of ad space in our lobby and also contributing to the Inmate Welfare Fund.

In 2015 the Coconino County Sheriff’s Office developed a unique program giving attorneys the opportunity to advertise their services at the Coconino County Detention Facility. The advertising does two things. First it provides attorneys and law firms a place to inform individuals of their legal services. Second, the advertising purchase costs are put toward important programs in the Coconino County Detention Facility that enhance inmate welfare.

In 2016, in an effort to provide incentive for local attorneys to enter into this mutually beneficial service, the cost of having legal service advertisement displayed in a 14” x 11” space in our detention lobby was reduced from $5,000 to $2,500 per year. This equates to a little more than $200 per month which is far cheaper than many other forms of advertising. The cost includes printing a color poster with and the acrylic display frame with a holder for business cards.

We believe that allowing advertising in our jail lobby can help connect many people coming into the lobby with legal assistance. All moneys generated from renting an advertisement space will go to the Inmate Welfare Fund which supports important programs such as Exodus (our in-custody drug and alcohol treatment program), re-entry programs, and other services that directly benefit our inmate population.

Inmate who committed suicide identified

FLAGSTAFF — The Coconino County Sheriff has released the identity of the inmate who committed suicide after identifying the next of kin. The man was identified as 38-year-old Alvin Omar Berrios-Martinez. The man was being held on a warrant for previous damage to jail property.

Inmate Commits Suicide

FLAGSTAFF — On Thursday, June 9, 2016 at around 1:13 pm Coconino County Detention Facility Officers conducting an inmate welfare check found an inmate unresponsive in the shower of the medical unit holding area. The inmate had hanged himself with a sheet from the shower bar. Detention Officers and Medical Staff quickly began lifesaving actions including CPR.

The inmate was transported by Guardian Medical Transport to Flagstaff Medical Center (FMC) for further medical treatment. The inmate passed away around 2:45 am on June 10 at FMC.

The 38-year-old male was in custody for a failure to appear warrant out of Flagstaff Justice Court on original felony charges related to destruction of jail property. He had been living transiently in Mohave County when he was arrested on the warrant.

His name is being withheld until notification of next of kin. Foul play is not suspected.
