ADOT detectives nab woman with revoked nursing license for ID fraud

PHOENIX – Arizona Department of Transportation detectives have arrested a Chandler resident whose nursing license was revoked for insurance fraud after she allegedly used a stolen identity to try and obtain a new nursing license.

Laura Lynn Bell, 40, used a falsified Arizona driver license and a Superior Court name change form to petition her alma mater, the University of South Alabama, to change the name on her official transcripts to another person’s name in an attempt to get a new nursing license.

The university became suspicious of Bell’s request and contacted the Arizona State Board of Nursing, which in turn contacted the Arizona Department of Insurance, which brought the original insurance fraud case against her. Those agencies requested assistance from ADOT’s Office of Inspector General since a forged credential was involved.

When ADOT detectives served a warrant at Bell’s home on Dec. 12, they found forged court documents and other papers listing the other individual’s name. They also obtained a forged driver license created on Bell’s computer.

Bell was arrested and booked at the Fourth Avenue Jail on new counts of forgery and identity fraud in addition to the insurance fraud case previously brought against her.

Man Arrested for Sexual Exploitation of a Minor for Computer Child Pornography

WILLIAMS – On 12/20/18 Coconino County Sheriff’s Office Detectives and Deputies served a search warrant at a residence in the Red Lake neighborhood, 9 miles north of the city of Williams.

Sheriff’s Office detectives received information that a resident in the Red Lake Neighborhood was possibly in possession of child pornography on a personal computer at his residence. During the investigation the subject turned over a computer, which was examined by a Sheriff’s Office Computer Forensics Investigator. After securing a search warrant to examine the computer, the investigator located several images consistent with child pornography on that computer.

After confirming the presence of the images on the initial computer, another search warrant was obtained to search the residence for additional devices. During the search of the residence, additional computers and electronic devices were seized. Detectives and Investigators are currently reviewing the additional items of evidence seized during the search warrant and additional charges could result. Charles Henry Hightower, 83, was arrested and booked into the Coconino County Jail for 10 counts of Sexual Exploitation of a Minor. Hightower was released to Pre-Trial Services on a $50,000 unsecured bond.

Coconino County Sheriff’s Arrest three Suspects in Vehicle Burglary Ring

FLAGSTAFF – On November 29, 2018, the Coconino County Sheriff’s Office arrested three suspects involved in a vehicle burglary ring. These Burglaries spanned through multiple communities in Northern Arizona.

On November 20, 2018, three separate vehicle burglaries were reported in the Timberline neighborhood, north of Flagstaff. Deputies noted several firearms and personal banking credit cards were taken during the burglaries. Detectives were able to track the credit cards through use at local businesses in Flagstaff and developed potential suspects involved with the theft and use of the stolen property.

On the morning of November 29th at 3:30 am, police officers with the Sedona Police Department responded to a report of a burglary at Thai Palace in Uptown Sedona. Three suspects were observed by officers and fled on foot from the scene leaving a vehicle behind.

A search warrant was served on the vehicle by Sedona Police Detectives. During this search information was obtained identifying Kaiden Cox, Jonathan Hernandez, and Hipolito Zavala Molina as suspects to the burglaries in Timberline on November 20th.

On November 29th at 3:30 pm, Sheriffs Office Detectives located the three suspects at their homes in Flagstaff and served a search warrant at one the home of one of the suspects in the Fox Glenn neighborhood.

Stolen property was located at the residence of the suspects and has been recovered by Sheriff’s Office and Sedona Police detectives. The property included four firearms (two handguns and two rifles), WIIO stolen vehicles, and electronic equipment. Additional items were obtained which link these suspects to additional burglaries within the City of Flagstaff.

The following subjects have been arrested for their involvement in these events:

  • Kaiden Cox, 18-year-old, charged with 1st Degree Burglary, Theft, Theft of a Credit Card, Fraudulent Use of a Credit Card, and Possession of Drug Paraphernalia;
  • Jonathan Hernandez, 18-year-oid, charged with 1st Degree Burglary, Theft, Fraudulent Use of a Credit Card, Forgery;
  • Hipolito Zavala Molina, 18-year-old, charged with 1st Degree Burglary, Theft, Theft of a Credit Card, Fraudulent Use of a Credit Card.

Detectives from the Sheriffs Office, Sedona Police Department, and Flagstaff Police Department are following up on additional leads and information that has been obtained during this investigation which could result in additional charges. Cox, Hernandez, and Molina are in Custody at the Coconino County Jail with $25,000 bonds,

Flagstaff Man Arrested After Barricading in Tent with Children

Kinnikinick Lake, Coconino County, AZ – Twenty-nine-year-old Jarred A. McMinn (also known as Jarred Parker) of Flagstaff was arrested early this morning after a stand-off lasting several hours.

On July 26, 2018 around 7:50 pm deputies from Coconino County Sheriff’s Office responded to a report of a domestic disturbance at Kinnikinick Lake, which is located approximately 30 miles south of Flagstaff. Upon arrival deputies learned that an adult female had been the victim of a domestic assault. The suspect was identified as Jarred McMinn.

When deputies attempted to contact McMinn at his tent campsite, he refused to cooperate and barricaded himself inside the tent. Deputies determined that McMinn was armed with a handgun and had three young children in the tent with him.

Deputies requested assistance from the Flagstaff Police Department Joint Tactical Team. Arizona Department of Public Safety Troopers and Air Rescue also responded and assisted. After around 6 hours of negotiations, McMinn surrendered and exited the tent. He was taken into custody without further incident.

Jarred A. McMinn has been booked into the Coconino County Detention Facility under charges including Aggravated Domestic Violence, Weapons Misconduct, Criminal Damage, and Endangerment.

Seeking Public’s Help in Locating Two Suspects in Sexual Assault Case

FLAGSTAFF – The Coconino County Sheriff’s Office is seeking the public’s assistance in locating two suspects in a reported sexual assault that occurred this morning in the wooded area by Kachina Village.

The two suspects are described as males, possibly Hispanic, driving an older model, single cab red pickup truck. The truck has signs of rust. At the time of the incident, both males were wearing blue jeans and one had an orange t-shirt, possibly like that worn on construction sites.

The incident occurred around 9:30 am this morning in the area of Forest Service Rd 237 which is a route between Kachina Village area and SR89A.

CCSO Seeking Public’s Help in Identifying Persons of Interest in Burglaries

Stoneman Lake, AZ – The Coconino County Sheriff’s Office is seeking the public’s assistance in identifying two persons of interest in connection with recent residential burglaries in the Stoneman Lake area.

Credit cards stolen during the burglaries were used at a casino on June 15, 2018. The Sheriff’s Office is releasing a video showing two males who were seen at the casino during the time frame that the stolen credit cards were used. The persons of interest are the two men seen walking past the camera. Snapshots from the video also are included.

ADOT detectives apprehend man with FBI felony warrant

PHOENIX – A Sahuarita resident, who allegedly used two stolen identities to maintain Arizona driver licenses, was revealed to have an outstanding FBI felony warrant and has been charged with five counts of forgery thanks to Arizona Department of Transportation detectives’ use of facial recognition training and technology.

In the course of their investigation, detectives with ADOT’s Office of Inspector General learned that Sandro Tentory, 43, had an outstanding FBI felony warrant for weapons violations and a history of violence including aggravated assault and the sale of drugs. According to FBI files, Tentory was a documented gang member of the Chicago-based “Maniac Latin Disciples.”

The case began when ADOT’s facial recognition system, including review by FBI-trained personnel, found two profiles in the system with different names and dates of birth but photos of the same individual. An investigation by ADOT detectives found that Tentory had applied for two Arizona driver licenses using stolen information from two individuals living in Illinois and had maintained those IDs for the past 13 years.

Detectives apprehended Tentory on June 7 while serving a search warrant at the Sahuarita address listed on his most recent driver license application, arresting him on counts of forgery and the felony warrant. He was booked at the Pima County Jail.

Evidence recovered at the scene consisted of several fraudulent ID cards, credit cards, loan documents and other documents obtained using the fraudulent IDs.

This case is one more example of how facial recognition technology used by ADOT’s Office of Inspector General protects Arizonans’ identities and helps prevent fraud involving state-issued driver licenses and identification cards.

70-Year-Old Scottsdale Woman Arrested on 2nd Degree Homicide Charges in the Death of Her 94-Year-Old Husband

COCONINO COUNTY -– On May 20, 2018, the Coconino County Sheriff’s Office responded to the report of a deceased elderly male in the Forest Lakes, AZ area. The deceased man had severe trauma and was found on the side of the road in the area of Forest Service Road 512 (Young Road) and SR 260. The deceased was identified as 94-year-old William Max Rudd of Scottsdale, Arizona, and the death was investigated as a homicide.

Subsequent investigation by the Coconino County Sheriff’s Office led to the identification of 70-year-old Marie Carmen Rudd, the spouse of the deceased, as a suspect in the homicide.

On June 13, 2018, Marie Carmen Rudd was arrested and booked into the Maricopa County Jail on the charge of 2nd Degree Murder. She is currently being held on $500,000 cash bond.

ADOT detectives nab man with Illinois felony warrant

PHOENIX – A Glendale resident who allegedly used his brother’s identity to apply for an Arizona driver license was revealed to have a felony warrant out of Illinois and has been charged with forgery thanks to Arizona Department of Transportation detectives’ use of facial recognition training and technology.

In late February, Luis Castro, 32, applied for an Arizona driver license using the name, date of birth and Social Security number of his brother at the Glendale MVD office.

ADOT’s facial recognition system found that Castro’s photo did not match the previous photo under his brother’s profile. Detectives, who have FBI training in facial recognition, confirmed this was the case and opened an investigation.

ADOT’s investigation found that Castro’s photo matched a booking photo from the Cook County Sheriff’s Office in Illinois. Digging further, detectives found that Castro had an extraditable felony warrant out of Cook County for aggravated assault, aggravated robbery and prohibited possessor of firearms.

Confirming that fraud had taken place, OIG canceled the permanent credential. When Castro called MVD looking for his driver license that hadn’t shown up in the mail, detectives made arrangements with him to meet at the West Phoenix MVD office on April 17 where Castro believed he was picking up the fraudulent credential.

ADOT detectives arrested Castro in the parking lot on counts of forgery and the felony warrant out of Illinois. He was booked at the Maricopa County Sheriff’s Office Fourth Avenue Jail.

Coconino Sheriff’s Arrests 70-Year-Old Suspect for Child Molestation

FLAGSTAFF – On April 6, 2018, the Coconino County Sheriff’s Office arrested 70-year-old Jesse Bernard Watkins, III on three counts of child molestation of a child under 15 years of age.

Investigators learned that Watkins met the victim’s family when he was volunteering for a juvenile rehabilitation facility in the Prescott area. Watkins traveled to Flagstaff, visiting the victim’s family several times before the acts occurred.
