ADOT truck safety training expands to maquiladora industry

NOGALES – The Arizona Department of Transportation’s first-of-its-kind international truck safety training program is adding another innovation to its resume: focusing instruction on commercial truckers from the maquiladora industry.

At the request of operators of border-area plants in Mexico making goods for export, ADOT’s Border Liaison Unit recently offered its first International Border Inspection Qualification training session for the maquiladora industry in Hermosillo, capital of the Mexican state of Sonora.

“Expanding to maquiladoras demonstrates that our partners in Mexico see as much value in this safety training as we do,” ADOT Director John Halikowski said. “Interest from the maquiladora industry also means the safety and economic benefits we have seen in this program’s first year will multiply.”

Maquiladora factories import certain material and equipment without duties or tariffs. Goods are assembled, processed or manufactured using that material and then returned to the U.S. The industry employs about 34,000 people in Sonora near the Arizona border.

ADOT’s Border Liaison Unit developed the International Border Inspection Qualification program to help make Arizona roads safer and to support international trade by training Mexican truck drivers and mechanics – in Mexico – about the safety regulations they must follow to drive on U.S. roads.

The 469 drivers who have completed the training since it began a little more than a year ago have crossed the border nearly 5,500 times but have had only 12 significant safety violations that required trucks to be stopped for repairs.

“Arizona is leading the nation in developing innovative ways to make our ports of entry safer and more efficient – it’s been a priority for Governor Ducey since day one,” said Juan Ciscomani, Senior Advisor for Regional and International Affairs to Governor Doug Ducey. “This kind of proactive approach implemented by ADOT and supported by the Arizona-Mexico Commission, under Governor Ducey’s leadership, drives Arizona’s border to move at the speed of business and supports international commerce in the state.”

Following Commercial Vehicle Safety Alliance guidelines, which are the standard across the U.S., this training stems from ADOT’s use of the Arizona Management System championed by Governor Ducey to have all employees continuously improve state agencies’ value to their customers.

The Hermosillo session was the 18th held in Mexico since International Border Inspection Qualification training began in summer 2017.

The program also has expanded beyond locations near the Arizona border and Hermosillo, with training offered in Mexicali and Ensenada in Baja California and in Caborca, Sonora, at the request of trucking companies in those areas.

After you “Pull Aside, Stay Alive,” what comes next?

PHOENIX – You know not to drive into the towering wall of dust. And if a dust channel whips across a highway and engulfs your vehicle, the mantra “Pull Aside, Stay Alive” can lead you to safety.

But even after you’ve pulled aside, one of the most important actions must still be taken – turn off your lights!

Turn off headlights, emergency flashers, dome lights and take your foot off the brake. Stay buckled up, set the parking brake, go dark and wait for the dust storm to pass.

Here’s why: If you become caught in a dust storm and have pulled off the highway, you’re in a dangerous spot – less dangerous than driving blind on the road, though – and want to hide. You can do that by turning off all vehicle lights. If you leave lights on, drivers behind you might believe you’ve found the way out and follow, crashing into your parked car because low-visibility affects depth perception.

The Arizona Department of Transportation has produced 30-second public service announcements – in English and Spanish – on this topic that will air statewide on television and radio throughout monsoon season as part of ADOT’s partnership with the Arizona Broadcasters Association. The PSAs can be viewed on ADOT’s YouTube channel.

As Monsoon Awareness Week begins and we near the official start of monsoon season, ADOT wants to remind drivers of the No. 1 dust-storm driving tip: Do not drive into a dust storm.

“Road trips are a great way to get out and experience all that Arizona has to offer,” Governor Doug Ducey said. “If there’s a dust storm in your path, it’s time to take a break from driving. Make the safe and smart decision to delay your travel plans and wait for the storm to pass.”

Towering, dense, blowing dust can drop visibility to zero. Just as dangerous are the small dust channels that whip across roadways in an instant, affording drivers little or no opportunity to avoid them. In such events, ADOT has developed the following “Pull Aside, Stay Alive” dust storm safety driving tips, which can help travelers survive a storm.

  • Avoid driving into or through a dust storm.If you encounter a dust storm, immediately check traffic around your vehicle (front, back and to the side) and begin slowing down.
  • Do not wait until poor visibility makes it difficult to safely pull off the roadway – do it as soon as possible. Completely exit the highway if you can.
  • Do not stop in a travel lane or in the emergency lane. Look for a safe place to pull completely off the paved portion of the roadway.
  • Turn off all vehicle lights. You do not want other vehicles approaching from behind to use your lights as a guide, possibly crashing into your parked vehicle.
  • Set your emergency brake and take your foot off the brake.
  • Stay in the vehicle with your seat belt buckled and wait for the storm to pass.
  • Drivers of high-profile vehicles should be especially aware of changing weather conditions and travel at reduced speeds.

Look out for wildlife when traveling in Arizona’s high country

PHOENIX – It’s a traffic call heard too often this time of year inside the control room at the Arizona Department of Transportation’s Traffic Operations Center: “Car versus deer.”

From sunset to sunup, it’s not uncommon for a dozen vehicle strikes with deer, as well as antelope, elk, bear and other animals, to occur during a single evening as wildlife cross rural roadways. In fact, since 2012, more collisions with animals – wildlife, livestock and family pets – happen in June than nearly every other month – October sees the most. Annually, more than 80 percent of animal-related crashes are with wildlife and 86 percent of crashes involving animals occur in rural areas.According to the Arizona Game and Fish Department, the higher-than-average number of wildlife-related crashes in June is likely related to the beginning of monsoon season, which translates into a “green up” of plants and provides more available water, allowing wildlife to travel greater distances and forage. It also coincides with more motorists traveling to Arizona’s high country, meaning more vehicles on roadways.

In some of the most heavily-traveled migratory corridors, ADOT has implemented creative solutions that promote safe travel, while protecting wildlife and connecting ecosystems. These projects include wildlife underpasses and elk crossings along State Route 260 east of Payson, desert bighorn sheep overpasses near Hoover Dam on US 93 and two wildlife crossing structures on State Route 77 near Tucson.

Partnering with AZGFD, these efforts have increased vehicle-travel safety, while preserving and protecting wildlife. For example, a fencing project linking three existing crossing structures on SR 260 reduced elk-vehicle collisions by 98 percent over a six-year span.

When traveling in rural areas, drivers are encouraged to pay heed to signs indicating areas where wildlife is prone to cross roadways. Obeying the speed limit and paying attention to the shoulders of roadways will also reduce the chance of crashing into an animal. AZGFD advises:

  • Deer are most active in early mornings and evenings.
  • If you see one animal there are probably more, so slow down.
  • Typically, you should not swerve to avoid hitting the animal. Stay in your lane and firmly brake.
  • However, if it is a very large animal and there is no oncoming traffic and the shoulder is safe on either side of the road, it may be safer to swerve rather than risk the impact from a large animal, like a cow, horse or adult bull elk.

Following crashes with wildlife (81.7 percent), livestock is the next most common at 13.6 percent. Family pets in urban areas make up 1.9 percent of crashes involving animals.

Best advice for blowing dust: Pull Aside, Stay Alive

PHOENIX – Drivers across Arizona should be prepared for strong winds, possible blowing dust and an increased fire danger on Thursday, April 12.

The National Weather Service has issued advisories covering the entire state forecasting strong winds and low humidity, conditions that could make driving hazardous in areas prone to blowing dust and for drivers with high-profile vehicles.

Statewide, winds of 25-30 mph are forecast, with gusts likely to reach 40 mph. Winds are expected to increase beginning late Wednesday in western Arizona and reach the center of the state by midday on Thursday. The strongest winds are likely in northwest Arizona, including Kingman and Lake Havasu City. Conditions are expected to return to normal on Friday across the state.

The Arizona Department of Transportation encourages drivers to avoid driving into a through a dust storm. Drivers may want to consider delaying travel until Friday.

Drivers should slow down after checking traffic around their vehicle and completely exit the highway if possible. Additional safety tips from PullAsideStayAlive.org:

* Pull entirely off the highway if possible.
* Turn off all vehicle lights, set the parking brake and take your foot off the brake to reduce the likelihood of being hit by following drivers.
* Remain in your vehicle with your seatbelts buckled.

Weekend Travel Advisory

PHOENIX – Motorists in Arizona driving to holiday destinations won’t encounter any scheduled freeway closures for construction work during or between the Christmas and New Year’s holiday weekends.

The Arizona Department of Transportation will not schedule any full closures for construction or maintenance work on state highways between Friday, December 22 and Tuesday, January 2, in order to limit traffic restrictions and promote safety over the holidays.

While no closures are planned, travelers should be aware that existing improvement project work-zone restrictions will remain in place. Motorists should allow extra travel time and use caution when driving in work zones.

To encourage smart driving decisions, ADOT’s electronic highway signs at times will display holiday-themed safety messages.

Because unexpected delays can occur due to crashes, disabled vehicles and weather, motorists traveling during the Christmas and New Year’s holidays should:

  • Pack extra drinking water and snacks
  • Avoid the busiest travel times, if possible
  • Be patient and obey speed limits – speeding is a leading cause of crashes
  • Get plenty of rest before driving – drowsy driving is unsafe
  • Check vehicles, including tire pressure, engine belts and fluid levels
  • If traveling to the high country, pack cold-weather clothes and blankets
  • Never drive while impaired – arrange for a designated driver or a ride service

Another option for emergency communications is a Citizens Band or Amateur Radio. Some areas are void of cell phone coverage. Amateur radio requires a license, which is relatively easy to obtain but requires you to take an exam. A citizens band radio does not require a license, but you must follow the rules and regulations in Part 95 of 47 C.F.R. The FCC does allow you to use amateur radio or the General Mobile Radio Service frequencies (both which require a license normally) to call for help in an emergency. Channel 9 of the citizens band radio service is reserved for emergencies only.

Governor’s Office of Highway Safety grant boosts ADOT crash-data gathering

PHOENIX – A grant from the Arizona Governor’s Office of Highway Safety is helping the Arizona Department of Transportation collect fuller and more accurate vehicle crash data that, in turn, will help transportation engineers, law enforcement and researchers examine trends and causes of fatalities and serious injuries.

The $389,520 grant provides critical financial support for ADOT’s Crash Records Unit, including annual licensing fees to use Traffic and Criminal Software (TraCS), a data collection and management tool. Through this grant money, ADOT provides access to TraCS to Arizona law enforcement agencies at no cost.

“TraCS is considered to be one of the best software platforms in the nation for managing electronic forms associated with traffic stops and crash reports,” ADOT Director John Halikowski said. “Support from the Governor’s Office of Highway Safety and Director Alberto Gutier is invaluable to collecting crash data and identifying trends, helping make Arizona’s roads safer.”

ADOT is responsible under state law for compiling crash data and creating comprehensive reports that government agencies, nonprofit groups and other entities statewide use to improve traffic safety. That includes annual Arizona Motor Vehicle Crash Facts reports.

The Arizona Governor’s Office of Highway Safety is the focal point for highway safety issues in Arizona. The cabinet agency provides leadership by developing, promoting and coordinating programs; influencing public and private policy; and increasing public awareness of highway safety.

Arizona launches Traffic Incident Management website for responders

PHOENIX – A new website will help make traffic incident response more efficient and vehicle travel safer for motorists in Arizona.

Created by the Arizona Department of Transportation and Arizona Department of Public Safety, the Arizona Traffic Incident Management website – tim.az.gov – debuts this week with the goal of being the go-to resource for Arizona TIM responder training.

“Effective Traffic Incident Management keeps the public safe, emergency responders safe and traffic moving,” said Derek Arnson, ADOT’s Traffic Management Group manager. “It’s important that everyone who responds to a traffic incident, from law enforcement to tow truck operators, are working together and following the same practices.”

Traffic Incident Management (TIM) is the coordinated practices, responsibilities and cooperation of emergency responders, which includes law enforcement, fire departments, medical services, transportation crews and tow truck operators, at traffic incidents. These coordinated efforts help keep crash victims and emergency responders safe, while restoring traffic flow.

A primary focus in building the website was to create a central location for all of Arizona’s incident responders to sign up for and receive TIM training.

While the website is geared toward emergency responders, tips for the public can be found there, too, including videos and infographics related to Arizona’s “Move Over” law, “Quick Clearance” and work-zone safety.

ADOT and its plows are prepared for winter weather. Are you?

PHOENIX – With winter on the horizon, the Arizona Department of Transportation has spent months preparing for snow and ice that storms will dump on the state’s higher elevations.

ADOT has 375 certified snowplow operators ready to operate the agency’s nearly 200 snowplows, which are stationed around the state to keep people and commerce moving when snow falls on highways.

Now it’s time for drivers to do their part, starting with following essential safety tips available at azdot.gov/KnowSnow to prepare themselves and their vehicles for winter travel. That includes slowing down, leaving extra room behind the next vehicle, taking along warm clothing, blankets, food and water, and packing an emergency kit.

Your preparations should include staying apprised of weather conditions and being ready to postpone travel so ADOT’s snowplows can clear roadways. A highway takes much longer to plow when it’s jammed with vehicles that had no business traveling on a roadway that’s slick with snow and ice. That happened last Christmas Eve, when a powerful storm dropped inches of snow per hour, closing a long stretch of Interstate 40 in a tangle of crashes and stranded vehicles that took many hours to clear.

A snowplow can’t clear a highway if it’s pulled out of service when another vehicle hits it. That happened several times last winter, fortunately without significant injures. Every vehicle, from semis to passenger cars, needs to give snowplows room to work – a minimum of four vehicle lengths to allow room to stop.

Avoid passing a snowplow that’s clearing a highway until the driver pulls over to let traffic pass. Never assume a snowplow operator knows your vehicle is nearby. If you can’t see the plow driver, there’s a good chance the driver can’t see you.

Always remember: The safest place on a highway when it’s snowing is behind a snowplow.

Heading to sled and throw snowballs? Do that in designated areas away from highways, not parked on shoulders, which are for emergencies only. Parking on a highway shoulder to play in the snow distracts other drivers and can interfere with first responders who may need to use the shoulder. If that isn’t reason enough, keep in mind that a snowplow can hurl large amounts of snow and ice well away from a highway.

ADOT recently installed signs along a stretch of US 180 northwest of Flagstaff reminding drivers that parking on the shoulder is for emergencies only.

Those heading to popular snow-play areas should be prepared to spend extended time in winter conditions, as traffic at day’s end is often heavy on highways including US 180 toward Flagstaff. In addition, highways can have extended closures from crashes and weather conditions.

Prepare for trips by visiting the ADOT Know Snow website (azdot.gov/KnowSnow), which has tips on making sure your vehicle is ready for winter driving, driving safely on highways with snow and ice, driving safely while snowplows work and packing supplies in case a vehicle becomes stranded. For example, a little cat litter or sand will provide traction if a vehicle becomes stuck along the roadway.

Before heading out, drivers can call 511 or visit ADOT’s Arizona Traveler Information site at az511.gov for the latest highway conditions. The website features real-time images along state highways that give drivers a glimpse of weather in various regions. ADOT’s Twitter account (@ArizonaDOT) and Facebook page (facebook.com/AZDOT) are sources of real-time information and interaction.

Supervisors update Winter Parking Ordinance

FLAGSTAFF — The Board of Supervisors unanimously voted to approve Winter Parking Ordinance 2017-11 during a public hearing Tuesday, Nov. 7. The new ordinance requires parking restrictions from County maintained rights-of-way during snow season and for the enforcement of parking restrictions either by citation or towing.

Pursuant to Arizona Revised Statute § 11-251, the County Board of Supervisors may manage public roads within the County, as well as, pursuant to Arizona Revised Statute § 11-251.05, adopt all ordinances necessary or proper to carry into effect such powers.

“This ordinance will allow the County to better manage issues associated with winter recreation,” said Chairman of the Board of Supervisors Matt Ryan. “This is another tool the County can use to help navigate winter challenges.”

The Board of Supervisors has amended the ordinance to state that between Nov. 1 – April 1 of each year, motor vehicles must be kept clear of County maintained rights of way. Any vehicle parked in such prohibited areas reserves the right to be cited or towed at the owner’s expense (not less than $200.00) due to the possibility of threatening the health or welfare of County residents. Penalties are applicable where violations take place and where signed.

Winter recreation in Coconino County has resulted in increased parking and traffic congestion, littering and other dangerous hazards that negatively impact the health, safety and welfare of residents of the County who live and/or own property adjacent to County highways and roads. Over 80 signs will be disbursed to identified roadways to reinforce the new ordinance.

“I want to thank the community for addressing the challenges of peak winter recreation events in Coconino County,” said District 1 Supervisor Art Babbott. “This new ordinance provides a legal foundation to better serve and protect our neighborhoods and communities. Moving this forward was an important objective of the Community Winter Recreation Task Force to improve safety along County maintained roads and complements the new ADOT no parking signage on the Highway 180 corridor.”

It is a primary responsibility of the County to keep County owned, or maintained, rights -of-way reasonably clear of snow and provide major access for emergency vehicles. Most motor vehicles left parked in the streets become a hazard, both to the County snow removal equipment and to the owner of the vehicle.

Arizona recognizes Traffic Incident Management Awareness Week

PHOENIX – From minor incidents on high-volume freeways to serious collisions on lightly-traveled rural roads and everything in between, Traffic Incident Management keeps the traveling public moving and safe after incidents occur.

This week, the Arizona Department of Transportation and Arizona Department of Public Safety join other states and municipalities across the country in recognizing Traffic Incident Management Awareness Week.

Nearly 350 vehicle crashes occur every day in Arizona and most will be visited by emergency responders, which can include law enforcement, fire departments, medical services, transportation crews and tow trucks. Different responders have different duties on scene – some tend to victims and others gather information about the incident, while others removed damaged vehicles and clear space to make travel safer for other motorists – but all are practicing Traffic Incident Management (TIM).

“Safety is our top priority and when there’s an incident we’re looking out for three groups of people,” said Derek Arnson, ADOT’s Traffic Management Group manager. “The people involved in the crash, the emergency responders and the traveling public. TIM practices and strategies help us keep those people safe and traffic moving.”

The traveling public can contribute to that safety – for themselves and others – in two simple ways: “Quick Clearance” and “Move Over.”

“Quick Clearance” is a state law that requires a driver involved in a minor crash without injuries to remove their vehicle from the roadway if it is operable and can be moved safely. No one wants to be in this situation, but with a vehicle crash occurring about every four minutes in Arizona, everyone should know how best to stay safe following a minor, non-injury collision.

“First responders throughout Arizona use TIM strategies to improve citizen and responder safety, reduce secondary collisions and reduce traffic congestion,” said Major Deston Coleman of the Arizona Department of Public Safety’s Highway Patrol Division. “Traffic Incident Management includes training, equipment, technologies and best practices that improve efficiency and effectiveness during large- and small-scale incidents that affect Arizona roadways. The teamwork of law enforcement, fire, EMS, towing, transportation and public safety agencies shows Arizona’s leadership and commitment to safety while improving quality of life. Citizens can carry out their daily activities, goods and freight supporting Arizona’s economy get to their destinations, and people go home safely. It’s a win for everyone.”

Arizona’s “Move Over” law requires motorists to move over one lane – or slow down if it’s not safe to change lanes – when approaching any vehicle with flashing lights pulled to the side of a road or highway.

Remember, if you are involved in a crash, the first action to take is to make sure you and occupants in your vehicle are OK. Then, if your vehicle is operable, move to the emergency shoulder, median or exit the highway and call 911. Stay out of travel lanes, be alert and watch approaching traffic. Never leave the scene of a crash.
