Game and Fish Commission approves final rulemaking prohibiting organized predator killing contests

PHOENIX — The Arizona Game and Fish Commission today voted 4-0 to approve a Notice of Final Rulemaking that, if approved by the Governor’s Regulatory Review Council (GRRC), would designate a predator or fur-bearing hunt contest, as defined by the rule, an unlawful manner and method of take for these species.

The Commission’s intent in adopting this rule is to address social concerns over formally organized and publicized contests that award prizes to competitors that kill the largest number or variety of predators or fur-bearing animals, as these are the types of events that have caused the strongest public objection.

“To the extent these contests reflect on the overall hunting community, public outrage with these events has the potential to threaten hunting as a legitimate wildlife management function,” said Kurt Davis, a member of the Arizona Game and Fish Commission. “Regulated hunting fundamentally supports wildlife conservation efforts in North America. The loss of hunting would equate to a measurable loss in conservation efforts, and would represent a failure of the Commission to fulfill its duty to conserve wildlife for the beneficial use of current and future generations.”

For the purposes of the rule, “contest” means a competition in which participants must register or record entry and pay a fee, and prizes or cash are awarded to winning or successful participants.

The rule would not apply to lawful, regulated hunting of predators and fur-bearing animals, which plays an important role in wildlife management, nor would it apply to events such as fishing tournaments.

The Commission proposed the rule at its March 15 meeting, and a Notice of Proposed Rulemaking was posted in the Arizona Administrative Register on April 12, opening a 30-day comment period. Game and Fish received more than 4,800 comments during the comment period.

Predatory animals as defined in A.R.S. § 17-101 are coyotes, bobcats, foxes and skunks. Fur-bearing animals are weasels, raccoons, beavers, badgers, ringtail cats, muskrats, otters and bobcats.

​​​​​​​The rule next goes to the Governor’s Regulatory Review Council (GRRC) for its review. If GRRC approves the rule, it could become effective Jan. 1, 2020.

Apply online now for 2019 fall hunts

PHOENIX — Attention, procrastinators:

There’s not a better time than right now to apply online for 2019 hunt permit-tags issued through the draw process for deer, fall turkey, fall javelina, bighorn sheep, fall bison and sandhill crane.

All online applications must be received by the Arizona Game and Fish Department (AZGFD) no later than 11:59 p.m. (Arizona time) Tuesday, June 11.

To apply online, visit www.azgfd.gov/draw. As a reminder, applicants must possess a valid Arizona hunting license to apply online for a hunt permit-tag. That license must be valid on the last day of the online application period (June 11). Licenses are available online and at department offices and license dealers statewide.

A few helpful hints to keep in mind when filling out an online application:
  • An applicant is not required to have an AZGFD portal account, or be logged into that portal account, to apply online.
  • Be sure to check the three boxes under “Draw Checklist” and acknowledge the security feature on the first page of the draw site before continuing to the application.
  • Customer service representatives are available by phone from 8 a.m. to 5 p.m. Monday through Friday (except holidays).

May 12 is deadline to submit public comment on proposal to restrict predator hunting contests

PHOENIX — The Arizona Game and Fish Department reminds constituents that Sunday, May 12, is the last day to provide comments on a proposal to adopt a rule that would prohibit using any lethal method of take during a hunting contest for predatory and fur-bearing animals, as defined under Arizona Revised Statutes 17-101.

All public comments received from April 12 to May 12 will become part of the official record for this proposed rulemaking. There are two ways to submit comments:

  2. U.S. Mail: Arizona Game and Fish Department, Attn.: Rules Section, 5000 W. Carefree Highway, Phoenix, AZ 85086.

All public comments will be evaluated before a Notice of Final Rulemaking is taken to the Arizona Game and Fish Commission for its consideration. If approved, the final rule would be reviewed by the Governor’s Regulatory Review Council (GRCC).

$75,000 in grants available for development of new hunters, anglers

PHOENIX – The Arizona Game and Fish Department is accepting applications for $75,000 in annual grant funding for local sportsmen’s organizations to provide public, hands-on projects that are focused on the progressive development of new hunters and anglers.

The Local Sportsmen’s Group grants program places a high priority on projects that involve the pursuit or harvest of fish or wildlife with a valid license (and any necessary hunt permit-tag) and are geared toward participants who have the appropriate experience and skill levels relevant to a particular project.

Grants will be awarded through a competitive application process. Online applications and instructions are available at www.azgfd.gov/LSG. Applications must be received no later than 11:59 p.m. (Arizona time) June 18.

“This grant program continues to be a key element to the success of Arizona’s partnership-based hunter and angler recruitment, retention and reactivation (R3) program,” said Doug Burt, the department’s hunting and shooting sports program manager.

“The projects from these funds, and the efforts of these community groups, return far more in value than the grant dollars would on their own by providing education about safe and ethical hunting and fishing, and how sportsmen play an important role in wildlife conservation.”

There is no cost to Arizona taxpayers for this grant program. Game and Fish does not receive any of the state’s general tax funds and operates under a user-pay, public-benefit model. The grant program is an investment in the continuance of wildlife conservation efforts and outdoor recreation participation in Arizona. Paper applications for 2019 fall hunts now being accepted

PHOENIX – The Arizona Game and Fish Department (AZGFD) has posted the 2019-20 Arizona Hunting Regulations online at www.azgfd.gov/draw.
The department now is accepting paper applications for 2019 hunt permit-tags issued through the draw process for deer, fall turkey, fall javelina, bighorn sheep, fall bison and sandhill crane. Note: In a significant change, this will be the first time that applications will be accepted as part of the fall draw process for sandhill crane. There no longer will be a separate application and draw process for the birds during the summer.
All paper applications must be received by 7 p.m. (Arizona time), Tuesday, May 14. Postmarks don’t count. The online application service is expected to be available in early to mid-May.
Paper applications can be mailed to: Arizona Game and Fish Department, Attn.: Drawing Section, P.O. Box 74020, Phoenix, AZ  85087-1052, or dropped off at any department office statewide. The printed “2019-20 Arizona Hunting Regulations” booklets are expected to be available in the next week or two at department offices and license dealers statewide.
As a reminder, this will be the last draw in which paper applications will be accepted. AZGFD is moving toward paperless hunt draws. Only online applications will be accepted beginning with the 2020 spring draw, which typically opens in late August or early September. In the meantime, hunters are encouraged to become familiar with the online draw application process.

2019 pronghorn, elk hunt draw results now available

PHOENIX – The Arizona Game and Fish Department (AZGFD) has completed its random draw for 2019 pronghorn and elk hunts.

The results are now available for those who have a free AZGFD portal account, or by calling the department at (602) 942-3000, pressing “2” and following the prompts. Be prepared to provide a Social Security or Department ID number, and date of birth. This service is free of charge.

To open a portal account, visit https://accounts.azgfd.com/Account/Register and complete the required fields. A portal account allows customers to create a secure account where they can view and manage their contact information, as well as their licenses, draw results history and bonus points in their personal “My AZGFD Dashboard” section. By the numbers:

26,168: The total number of hunt permit-tags issued.
186,683: The total number of those who applied for hunts or bonus points (99 percent of all applicants applied online).
144,455: The total number of applications submitted (paper and online).

All hunt permit-tags for successful applicants, along with refund warrants for those who were unsuccessful in the random draw, are expected to be mailed by April 5.

To apply online, visit www.azgfd.gov and click on “Apply for a Draw.” For an overview of the online application service, including license requirements, applying for bonus points and payment information, see Page 10 of the “2019 Pronghorn Antelope and Elk Hunt Draw Information” booklet. Printed booklets are available at all department offices and license dealers statewide.

Plenty of hunt permit-tags remain for 2019 spring turkey, javelina

PHOENIX — Arizona hunters who were unsuccessful in the recent 2019 spring hunt draw still have an opportunity to receive a hunt permit-tag for turkey or javelina.

As of November 1, there were 8,137 leftover hunt permit-tags for the following hunts:

186 general turkey
36 youth-only turkey
2,781 general javelina
2,631 archery-only javelina
2,253 handgun, archery or muzzleloader (HAM) javelina
250 youth-only javelina

The Arizona Game and Fish Department has posted a list of leftover hunt permit-tags on its website at www.azgfd.com/Hunting/Draw/. The department will begin accepting applications for leftover hunt permit-tags Monday, November 19 – by mail only – at 5000 W. Carefree Highway, Phoenix, AZ 85086, Attn.: Draw/First Come. Allow 10 to 15 business days to receive a hunt permit-tag by mail.

Leftover hunt permit-tags will be available for purchase on a “first come, first served” basis beginning Monday, November 26, at all department offices.

View the AZGFD presentation on public awareness/education funding source

PHOENIX — Arizona Game and Fish Department (AZGFD) constituents are reminded that a presentation on recently submitted ideas for establishing and maintaining a discretionary, dedicated funding source for public awareness and education has been posted on the AZGFD Customer Portal at https://www.azgfd.com/agency/dedicated-funding-source/. The Arizona Game and Fish Commission directed the department to analyze ideas submitted by the public: the addition of a big game bonus point option, and the potential to expand revenue sources from non-traditional customers.

The posting of the presentation kicked off a second 30-day comment period that ends November 18. Please submit comments (specific only to the proposals covered in the presentation) via email to (ideas@azgfd.gov).

AZGFD is also seeking feedback to specific questions at Answer Questions HERE regarding a big game bonus point option. This feedback will provide the department with a preliminary glimpse of public opinion on the topic. Additional analyses and public vetting will be needed to fully assess the potential for this option.

AZGFD will present feedback on the potential options for the funding source to the Game and Fish Commission at its public meeting December 7 in Phoenix.
