Notice of Public Hearing Regarding Board Proposal to Incur Long-Term Debt

FLAGSTAFF — In June, The Coconino County Board of Supervisors (Board) will be considering a long-term debt proposal in Coconino County.

The long-term debt will be used to finance the costs of road, transportation, and public safety projects in and for the County, acquisition of equipment, land and buildings, and construction, maintenance and improvements to County facilities, properties, and infrastructure.

The total estimated financing cost will be $89.9 million consisting of an estimated principal amount of $80 million and total estimated interest of $9.9 million.

The public hearing is scheduled to take place during the Board of Supervisors regular meeting on Tuesday, June 6, 2023, at 3:00 p.m., Arizona time. The Supervisors will hear this item as part of a public hearing during the regularly scheduled meeting via webinar technology using Zoom Teleconference.

The Board will receive oral comments at the hearing and will receive written comments at any time before 8:00 a.m., Arizona time, on the day which the resolution of intention with respect to the Agreement will be considered, which will be no earlier than June 21, 2023.

NOTICE OF PUBLIC HEARING ON PROPOSAL OF THE BOARD OF
SUPERVISORS OF COCONINO COUNTY, ARIZONA, TO INCUR A LONG-TERM
OBLIGATION NOT SECURED BY THE FULL FAITH AND CREDIT OF SUCH COUNTY

 

For purposes of Section 11-391, Arizona Revised Statutes, the Board of Supervisors (the “Board”) of Coconino County, Arizona (the “County”), will hold a public hearing on June 6, 2023, at 3:00 p.m., Arizona time, via webinar technology using Zoom (Zoom information below), regarding a purchase agreement (the “Agreement”) to be secured by a pledge of the revenues from excise taxes that the County now or hereafter levies, except for any taxes hereafter levied for an inconsistent purpose; excise taxes and transaction privilege (sales) taxes imposed and collected by the State of Arizona (the “State”), or any agency thereof, and returned, allocated or apportioned to the County, except the County’s share of any such taxes which by State law, rule or regulation must be expended for other purposes; vehicle license taxes distributed or deposited to the County’s general fund; and amounts remitted to the County by the U.S. Department of Interior (or any successor entity) pursuant to the federal Payment in Lieu of Taxes program, to finance the costs of road, transportation and public safety projects in and for the County, acquisition of equipment, land and buildings, and construction, maintenance and improvements to County facilities, properties and infrastructure.  (More detail about the foregoing will be provided in analysis provided to the Board at the hereinafter described hearing.)  The Agreement is estimated to be in the principal amount of $80,000,000 and, with total estimated interest of $9,941,153, to have a total estimated financing cost of $89,941,153.

Public Notice of First Responder Exercise at Cromer School

FLAGSTAFF – On April 24, 2019 the Coconino County Sheriff’s Office will be conducting a Critical Incident Response Drill at Cromer School in the Doney Park area. The drill will occur between 5 pm to 9 pm and will involve personnel from Coconino County Sheriff’s Office and Summit Fire District.

We want residents to be aware that this training will result in increased police and fire activity in the area. The training will be a reality-based exercise to provide first responders an opportunity to practice integrated response to critical incidents.

The Sheriff’s Office would like to thank Cromer School for providing the venue for this training.

Truth in Taxation hearing set

Coconino County is publishing the Truth in Taxation notice, as required by Arizona state law, explaining potential changes in the amount of property taxes collected.

Interested citizens are invited to attend the public hearing which is at 6 p.m., Tuesday, June 26, in the County Administrative Building Board Chambers, 219 East Cherry, Flagstaff, Ariz.

The Coconino County Board of Supervisors is notifying its property taxpayers of Coconino County’s intention to raise its primary property taxes over last year’s level. Coconino County is proposing an increase in primary property taxes of $187,911 or 2 percent.

For example, the proposed tax increase will cause Coconino County’s primary property taxes on a $100,000 home to increase from $54.79 (total taxes that would be owed without the proposed tax increase) to $55.89 (total proposed taxes including the tax increase).

Truth in Taxation hearings for the Library, Health and Flood Control Districts will also take place at 6 p.m. June 26 in the County Board Chambers on 219 E. Cherry Ave.

The Coconino County Library District is proposing an increase in secondary property taxes of $152,037 or 3.61 percent, the Coconino County Public Health Services District is proposing an increase in secondary property taxes of $148,620 or 3.61 percent and the Coconino County Flood Control District is proposing an increase in secondary property taxes of $74,228 or 2.85 percent.

The City of Cottonwood applied for a renewal AZPDES permit for the proposed discharge of up to 1.5 million gallons per day (mgd) of treated domestic wastewater from the City of Cottonwood Wastewater Treatment Plant (WWTP) to the Del Monte Wash in the Verde River Basin in Township 16 N, Range 3 E, Section 32, in Yavapai County, Arizona. The Cottonwood WWTP is a publicly owned treatment works that receives domestic wastewater from residential, commercial, and industrial sources in the City of Cottonwood. Sludge is dewatered for land application by a contractor. Variances from the Verde River standards for nitrogen and phosphorus are proposed in the draft permit.

SYNOPSIS: In March of 2003, Jonathan was convicted in US District Court for Sexual Abuse. In April of 2007, Jonathan was arrested for attempting to Lure a Minor for Sex Exploitation. He plead guilty in August of 2007 and was sentenced to serve 3 years in prison for his crime.

Williams City Council meets to accept budget

williams-city-logoWILLIAMS — The Williams City Council will meet to adopt the budget for Fiscal Year 15-16 and approve an IGA with the Arizona Department of Revenue on “Uniform Administration” of the City Transaction Privilege Tax.

The meeting will be held at the City Council Chambers at City Hall on First Street beginning at 7 p.m. The agenda items are as follows:

  • Council may adopt Resolution 1321 which provides for the adoption of the budget for Fiscal Year 2015-2016.
  • Council may adopt Resolution 1322 which approves the expenditure limitation of $20,524,880 in Fiscal Year 2015-2016.
  • Council may approve an IGA with the AZ Dept. of Revenue related to Uniform Administration of the City’s Transaction Privilege Tax.

ADOT seeks public input on its Disparity Study and overall Disadvantaged Business Enterprise goals for federally funded highway, transit and aviation contracts

PHOENIX — Nearly every month, the Arizona Department of Transportation awards contracts to companies specializing in design, construction, transit and other components of transportation projects throughout the state. Some of these companies are federally certified as Disadvantaged Business Enterprises (DBE), which are small businesses owned by socially or economically disadvantaged individuals. ADOT operates a DBE program to assist these firms with securing contracts that use U.S. Department of Transportation funds, and ADOT is currently seeking public input on its proposed goals for DBE participation in contracts for the next three years, along with public input on the results of a draft Disparity Study Report.

Every three years, ADOT must set an overall annual goal for the participation of DBEs. For federal fiscal years 2015 through 2017, ADOT is proposing a final goal of 8.90 percent of the total dollars of Federal Highway Administration-funded contracts awarded to DBE firms, with 5.00 percent to be achieved through race and gender conscious-neutral means (ADOT small business programs and other efforts) and 3.90 percent to be achieved through race and gender-conscious means (contract goals). ADOT is also proposing overall DBE goals for Federal Transit Administration contracts of 7.25 percent for federal fiscal years 2016-2018 and Federal Aviation Administration contracts of 4.87 percent for federal fiscal years 2017-2019, both of which to be met through race and gender-neutral means.

Recently, ADOT completed a draft Disparity Study Report that provides the data to support the DBE goals. The draft study provides analysis and results of the utilization and availability of minority- and women-owned firms — by race, ethnic and gender group — to determine whether there are disparities in the past utilization of those firms in ADOT and local public agency contracts. In addition, the study includes analysis of in-depth interviews with business owners, trade associations and others about their experiences related to the transportation contracting industry in Arizona.

Business representatives and other interested stakeholders are encouraged to comment on the size of the proposed overall DBE goals, the means proposed to achieve the goals and the results of the Disparity Study. ADOT would also like to receive public input on experiences competing for or working on ADOT projects, suggestions on how to improve contracting opportunities for DBEs and other small businesses, and what ADOT and the transportation industry can do to enhance support of the federal Disadvantaged Business Enterprise program.

Interested persons are encouraged to attend one of four public hearings in July. All public hearings will be held from 3 p.m. – 5:30 p.m., with an ADOT presentation at 3:15. Time will be allotted to allow members of the public to provide comments.
